差异的均衡:长三角城市群高等教育与经济水平协调度的动态考察(2004—2008)

Equilibrium with Differences: A Dynamic Empirical Analysis on the Coordination Degree between Higher Education and Economic Level in the City Cluster of Yangtze River Delta (2004-2008)

长三角城市群经济实力雄厚,高等教育程度发达,考察该地区经济社会发展与高等教育发展的协调程度具有重要的理论与现实意义。通过构建综合评价指标体系,采用因子分析、聚类分析和相关分析等研究方法,利用2004—2008年动态时间序列数据对长三角城市群16个城市的高等教育与经济发展水平之间的协调程度进行了实证研究。研究结果表明:长三角城市群高等教育与区域经济的协调度并没有乐观的呈现出持续向"协调"迈进的发展态势,而是在不同的年份,协调度有不同的变化,有些城市协调度上升,而有些城市协调度则下降;在不同的年份,城市群高等教育与区域经济呈现出不同的相关关系,虽然均具有显著的正向相关关系,但相关系数却有一定程度的下降。最后从搭建平台以实现高等教育资源共享共赢,构建"四轮驱动"的高等教育治理结构,错位发展以实现高等教育与经济发展的新跨越等方面提出相关政策建议。

The city cluster of Yangtze River Delta has well-developed higher education and economy. It is essential both theoretically and practically to explore the coordination degree between the two aspects in this region. Using the dynamic time-series data from 2004 to 2008, this paper constructs comprehensive evaluation index and then makes empirical analysis on the coordination degree of higher education and economic level of the city cluster of Yangtze River Delta using factor analysis, cluster analysis, correlation analysis and other methods. The findings indicate that there is not an optimistic trend which continually pointed to the positive coordination between higher education and economic development in the Yangtze Delta. The coordination has changed in different years, the coordination degree rising in some cities while declining in other cities. The correlation coefficient has decreased to some extent year by year, although the relationship is positively interactive in the whole. In the end, this paper puts forward policy suggestions to achieve rapid development between higher education and economic development: a platform should be built in order to achieve sharing and win-win higher education resources; a higher education governance structure driven by four wheels should be constructed.
