摘要
20世纪80年代以来,美国公立高等教育财政责任从州政府向学生及其家庭转移的趋势被学术界称为"私有化"。这种从财政角度界定的公立高等教育私有化主要表现为三种路径,即州高等教育拨款水平下降与公立院校的学费依赖,主要公立大学的私有化,以及公立大学的部分私有化。美国公立高等教育的私有化对高等教育的入学途径、结构、质量以及公共利益和公共目的实现都将产生不确定的影响,需要审慎地思考私有化问题。
The main body of fiscal responsibility of public higher education since the 1980 s has shifted from state governments to the students and their families. This tendency is defined by the academia as'privatization'. Defined from the fiscal perspective, the privatization of public higher education manifests itself in three respective ways, namely the drop in state higher education funding and the increased dependence on students' tuition among the public institutions, the privatization of major public universities, as well as the partial privatization of the public universities. The privatization of public higher education will cause uncertain effects on the access and the structure of higher education, as well as the realization of public interests and public purposes.
