An Analysis on the Status of Strategic Planning in Chinese Higher Education Institutions: based on the 2013 survey of Strategic Planning of Chinese Higher Institutions

中国高校怎样规划自己的未来?本文通过五大设问,揭示了中国高校对待战略规划的态度及制定规划的基本状态,结论认为中国高校重视规划,基本展现了把规划作为重要发展工具的能力,但分层化倾向明显,强者恒强的特点十分清晰,规划决策参与人群结构还处于传统状态,没有体现出现代大学治理的特点。本文还根据调查结果提出了两大讨论:规划是仪式性制度还是学校发展的灯塔?规划是组织理性还是组织惯性?

How will the Chinese higher institutions shape their future?This paper focuses on five main questions and tries to explore the developments of strategic planning among Chinese higher education institutions. Findings indicate that the Chinese higher institutions attach great importance to strategic planning and basically have the capacity to use strategic planning as an important governing tool. The capacity of strategic planning is quite diversified among different types of higher institutions, and the phenomenon of winner-take-all also exists in the strategic planning field. The structure of participating groups in strategic planning is still quite traditional. Some important groups such as junior faculty members and students are not very much involved in the process of strategic planning. Two discussions are raised in the paper: 1) is the strategic plan a myth or a guide to the development of a Chinese higher education institution? 2) does planning serve as a rational tool or a ritual to Chinese higher education institutions?
