台湾地区大学外部评鉴对大学自治的限制分析及启示

摘要 通过我国台湾地区大学外部评鉴具体运作及相关背景的考察,发现诸多限制形成于大学自治层面,如政府主导与大学自治的不平衡、对大学招生与组织自治的限制、对学科发展的限制以及对课程与教学的干预等。对此,为规避"台湾教训",我国大陆地区在具体的评估实践中,需注意在评估实施中,应以不影响大学正常的教学、行政为宜;在评估指标的设定上,应做到彰显学校、专业与学科特色;在评估结果的处理上,应引入市场竞争机制,倡导优胜劣汰;在评估类型的定位上,应以内部评估为主、外部评估为辅。 Through the study of the operation and background of university external evaluation system in Taiwan,some restrictions can be found in university autonomy,such as the imbalance between government dominance and university autonomy,restrictions on college admissions and autonomy,restrictions on disciplinary development as well as interference on curriculum and teaching. The mainland of China should learn from Taiwan's lessons,be careful in university external evaluation. In the process of evaluating,university's regular teaching activities and administrative work should not be disturbed. Evaluation index should be able to capturethe specialties of particular disciplines and universities. Market competition mechanism should be introduced in making judgments and interpreting results about universities. Finally,internal assessment should be given more weight with the supplementary support of external assessment.
