完善非在编幼儿教师待遇保障机制的研究 被引量:20

摘要 非在编幼儿教师已占幼儿园教师队伍的半壁江山,然而其待遇问题不容乐观,不仅最基本的生存条件得不到保障,而且还面临着专业发展受阻的局面。纵观历史制度的残留与当前教育改革的若干举措,发现非在编幼儿教师待遇得不到切实保障的主要原因是受"身份制"幼儿园教师管理政策的影响、管理主体及其责任不明确、财政性投入不足、现行编制政策混乱等导致。通过分析我国部分地区的政策性探索经验,以及国外和中国香港的基本经验,在非在编幼儿教师待遇保障问题上,应打破"身份制"管理和实行"行业管理",根据情况制定不同的支持标准和投入政策,探索科学的绩效工资制度,控制教师流动与探索劳动人事制度,加大监管力度。 Temporarily employed kindergarten teachers have already accounted for half of the kindergarten teaching staff. The treatment towards temporarily employed kindergarten teachers must be improved in time. At present,not only their basic living conditions cannot be guaranteed,but also they are facing dilemma in terms of professional development. From a historical and informative overview of China's educational system,we may find out that the reason why temporarily employed kindergarten teachers' treatment cannot be guaranteed is mainly due to the influence of kindergarten teachers' identity management policy. Unclear management bodies and their responsibilities,insufficiency of finance investment,and current chaotic personnel policies all contribute to this phenomenon. Based on the analysis of the exploratory policies in some areas of China and the experiences of Hong Kong and foreign countries,this study argue that we should break the 'identity ' system and implement the 'business management ' system,develop different support standards and investment policies,explore scientific merit payment system,control teacher flow,explore a personnel system and strengthen supervision.
