摘要
为了提升国家的创新竞争力,一些新兴的人力资源大国借鉴发达国家的理论和实践,构建人力资源强国的发展战略。韩国在21世纪初提出国家人力资源发展战略后,着力构建国家层面的人力资源整合和协调发展机制。印度则动员、发展和整合各种力量构建多元化的人力资源发展体系。我国人力资源建设需要构建科学的人力资源发展体系,整合全社会的人力资源,构建信息化的资源系统并发挥社会力量的促进作用,以实现从"人口红利"向"人才红利"的转型。
In order to enhance the national innovation competitiveness,some emerging countries with huge human resources use the theories and practice of developed countries,and construct the development strategy of powerful human resources. South Korea's experience is that the integration of human resource development coordination mechanism was constructed after it put forward its national human resource development strategy. On the mobilization,development and integration of multiple forces to promote human resources development,India has some important lessons to China too. In order to build a country with powerful human resources,we need to build a more comprehensive human resources development integrated framework,integrate human resources development agencies,and establish a comprehensive information system about human resources development and consider the social forces and their strengths. Only in this way can our country make the transformation from a country with demographic dividend to one with talent dividend.
