高校R&D支撑区域创新体系的效果评价——基于2007—2013年省级数据的分析

Evaluation on the Supporting Effect of University R&D on the Regional Innovation System:Based on the Provincial Level Data(2007—2013)

高校研发通过人才培养、知识生产、技术转移三种路径实现对区域创新体系的支撑作用。通过对2007—2013年中国各省份高校研发支撑区域创新体系的综合评价发现,高校研发支撑区域创新的效果存在明显地区差异。总体来看,中、西部地区高校研发对区域创新体系的支撑作用较为明显,东部地区则相对较弱;高校研发对区域创新体系的贡献度与区域经济发展水平关联度较低,东部地区高校研发原始创新相对不足,中、西部地区高校研发的产业承接空间有限。提升高校研发对区域创新体系的支撑作用需发挥创新主体的合力,应以推进高校创新能力的供给侧改革为重点,以加强产业组织的引导为方向,以发挥科研机构的协同效应为依托,以完善政府及中介机构的服务功能为保障。

Through personnel training,knowledge production and technology transfer,the R&D of universities serves the function of supporting regional innovation system. By the comprehensive evaluation of 2007—2013 in China,we found that the role of R&D of universities in regional innovation system varies widely.Overall,the impact in both the central and western regions of China is obvious,whereas it is relatively weak in the eastern region of China. The contributions of university R&D have little relationship with the regional economic development.To strengthen the role of university R&D in regional innovation system,universities need to play together with other actors in the regional innovation. It should promote the supply-side reform of university innovation ability,strengthen the guidance of industrial organization as a direction,achieve synergic effect with scientific research institutions,and improve the protective function of governmental services.
