1949年以来我国普通高等学校学生转学政策分析

The Development of Student Transfer Policy in Higher Education Institutions Since 1949

转学政策由转学的基本原则、转学条件及转学程序构成。1952年国家废止了之前学生自由转学、学校自主审核的转学政策,确定了"一般不得转学"的原则。之后,除转学条件和转学程序有些许调整外,转学政策整体变化不大。当时转学政策的确定主要是为了实现高等学校为国家培养建设人才的历史使命和解决高等教育生源不足的问题。在经济体制、生源规模以及学生权益意识发生巨大变化的今天,需要对现行的转学政策进行反思。

Student transfer policy includesthe principles, requirements andprocedures of transfer. In 1952, the freedom to transfer was strictly restricted.Students were allowed to transfer only if they had a just reason and met restrictiverequirements. The restriction on the freedom to transfer was due to the pressingdemands of skilled workers and the shortage of high school graduates at that time.Since then student transfer policy has not undergone much change except for mildmodification. However, with the changing social and economic circumstances, itis time to rethink of the rationale of current student transfer policy.
