Higher education internationalization is not only a developmenttrend of higher education, but also the objective requirement of economic global-ization. Russia has formed a complete management system of modern higher edu-cation, in which every state, the republic of state, federal, private and publicsectors coexist. The speed and scale of Russian internationalization of higher edu-cation has held a leading status in the world and showed that its higher educationinternationalization has its own distinctive features. In addition, its policy measuresdemonstrate some common trends in the development of higher education interna-tionalization in the global world.
