我国建设世界一流大学政策的演变逻辑与价值取向——基于多源流理论的分析视角

Research on the Evolution of World-Class University Policy in China Based on the Multiple-Stream Theory

我国世界一流大学政策经历了重点大学和项目建设、世界一流大学建设起步和中国特色的世界一流大学建设三个历史发展阶段。基于多源流理论,本文尝试对我国的世界一流大学政策演变的基本逻辑进行分析。研究发现,以重点建设带动整体发展,培养与经济社会发展相适应的人才、内外部"政策企业家"的积极推动、集权治理的政府控制逻辑分别构成了我国建设世界一流大学政策的问题源流、政策源流和政治源流。三流汇聚,推动了世界一流大学"政策之窗"的开启,政策得以正式实施。最后,本研究进一步探讨了建设世界一流大学政策的应有价值取向,即大学精神与国家意志的和谐统一。

Our country's world-class university policy has experienced three historical development stages: the key universities and projects construction,the beginning stage of the construction of the world-class universities and the construction of the world-class universities with Chinese characteristics. Based on the theory of multiple streams,this paper attempts to analyze the basic logic of the policy evolution of the world-class universities in China. The study found that the idea of constructing key universities to promote the overall development and cultivate talents who adapt to economic and social development,the active promotion of internal and external "policy entrepreneurs",and the centralized government control logic constitutes the problem stream, the policy stream and political stream respectively in the world-class university policy. The convergence of three streams opens the window for the policy. Finally,this study discusses the value orientation of the world first-class university policy,that is,the harmonious unity between the university spirit and the national will.
