寄生虫病技术类标准跟踪评价指标体系的建立 被引量:2

Establishment of tracking evaluation index system for parasitic disease technical standard

摘要 目的建立寄生虫病技术类标准跟踪评价指标体系,为寄生虫病技术类标准的跟踪评价提供科学的定量依据。方法在查阅文献和参照相关文件的基础上初步建立指标体系,运用德尔菲法,选择20位寄生虫病标准相关领域的专家以问卷形式进行咨询,请专家对各级指标提出意见并对重要性、熟悉程度、判断依据等进行评分,据此建立寄生虫病技术类标准跟踪评价指标体系并计算体系中各指标的权重。结果经过2轮专家咨询,确立了包括3个一级指标、7个二级指标和20个三级指标的寄生虫病技术类标准跟踪评价指标体系。两轮专家咨询表的回收率均为100%(20/20);专家的权威程度系数为0.879 3,两轮咨询的专家一致性系数分别为0.516、0.574;一级指标中标准质量的组合权重(0.539 6)最高,标准宣贯的组合权重(0.163 4)最低;二级指标中科学性的组合权重(0.291 2)最高,宣贯效果的组合权重(0.054 5)最低;三级指标中指标或技术要求的先进性、准确性这一指标的组合权重(0.218 4)最高,引用度的组合权重(0.008 5)最低。结论寄生虫病技术类标准跟踪评价指标体系的建立对寄生虫病技术类标准的跟踪评价工作的开展具有指导作用,后续相关评价工作可参照此体系进行。 Objective To establish a tracking and evaluation index system for parasitic diseases technical standard,and provide a scientific quantitative basis for tracking and evaluation of parasitic disease technical standards.Methods Based on the literature and reference to relevant documents,the index system was initially established.Using the Delphi method,experts from 20 fields related to the standard of parasitic diseases were selected to consult in the form of questionnaires.Experts were invited to comment on the indicators at all levels and score the importance,familiarity,and judgment basis.Based on this,the parasitic disease technical standard tracking evaluation index system was established and the weights of each indicator in the system were calculated.Results After two rounds of expert consultation,a parasitic disease technical standard tracking evaluation index system including three first-level indicators,seven second-level indicators and 20 third-level indicators was established.The recovery rate of the two rounds of expert consultation forms was 100%(20/20);the expert’s authority degree coefficient was 0.879 3,and the two-round consultation expert consistency coefficients were 0.516 and 0.574 respectively;the combined weight of the standard quality in the first-level indicators(0.539 6)was the highest,the propagation and implement of standard’s combination weight(0.163 4)was the lowest;the scientific combination weight(0.291 2)was the highest in the secondary indicators,and the combined weight of propagation and implement effect was the lowest(0.054 5);Among the threelevel indicators,the combination weight(0.218 4)of the index or the advance and accuracy of the technical requirements was the highest,and the combination weight(0.008 5)of the citation degree was the lowest.Conclusion The establishment of the parasitic disease technical standard tracking evaluation index system has a guiding role in the development of the tracking and evaluation of parasitic disease technical standards.Subsequent relevant evaluation work can be carried out with reference to this system.
