Bottleneck Restriction and Elimination Strategies for Constructing Modern Industrial System

当前我国产业体系发展面临实体经济动力弱化、关键要素短板突出、要素结构错配、协同发展机制僵化、开放层次偏低等问题。应紧密结合我国经济发展实际,沿着"培育高端要素—构建协同机制—优化发展环境—促进四个协同"的思路,着力破解产业体系存在的突出矛盾和制约因素,全面提升产业发展的支撑能力。具体而言,应加强高端要素培育,提升要素供给质量;破解制度性障碍,构建高效的协同发展机制;深化改革攻坚,激发实体经济和要素发展活力;优化营商环境,营造包容创新的生态;促进高水平对外开放,提升全球化资源配置能力。

At present, the development of China’s industrial system is confronted with the weakening of the real economy, the prominent shortcomings of key factors, the mismatch of factor structure,the rigidity of cooperative development mechanism and the low level of openness. It is necessary to closely combine the reality of China’s economic development, along the line of 'cultivating advanced elementsbuilding synergistic mechanisms-optimizing the development environment-promoting four synergies',focusing on cracking the prominent contradictions and constraints of the industrial system, and comprehensively improving the support capacity of industrial development. Specifically, we should strengthen the cultivation of high-end elements and improve the quality of element supply;break through institutional barriers and build an efficient cooperative development mechanism;deepen reform efforts to stimulate the vitality of the real economy and element development;optimize business environment and create an inclusive and innovative ecosystem;and promote high-level opening to the outside world to enhance the ability of global resource allocation.
