长江三峡工程防洪规划与防洪作用

长江流域治理开发的首要任务是防洪。根据“蓄泄兼筹 ,以泄为主”的指导方针 ,规划长江防洪采取堤防、水库、分蓄洪区、河道整治等工程措施 ,并结合非工程措施 ,形成完善的防洪体系 ,其中三峡工程是规划的长江防洪体系中的骨干工程。三峡工程建成后 ,长江中下游防洪形势将发生较大的变化 ,特别是荆江河段的防洪形势将发生根本性改变。通过三峡水库的调蓄和荆江分洪区的运用 ,荆江大堤可防 10 0 0a一遇洪水。

The most important task of the regulation and development of the Yangtze valley is flood control.Under the guideline of “giving consideration to both water storing and discharging and taking discharging as first” the Yangtze flood control is planned to take structural measures as embankment,reservoirs,flood diversion and storage areas,river channel regulation etc.and combine non-structural measures to form a perfect flood control system.In which,the Three Gorges Project is the backbone project in the flood control system.After the completion of the Three Gorges Project,the flood control situation will change greatly and especially,the flood control situation of the Jingjiang reach of the Yangtze river will change thoroughtly.Through the regulation of TGP and the operation of Jingjiang flood diversion and storage area,the embankment of the Jingjiang river can control 1 000 -year-frequency flood.
