以人民为中心的人权发展新理念探析

2018年12月10日,中共中央总书记、国家主席习近平向'纪念《世界人权宣言》发表70周年座谈会'发来贺信,高度评价了宣言,对中国共产党人的人权观和新时代中国的人权发展道路做了新的阐述。在全面建成小康社会、努力实现中华民族伟大复兴中国梦的进程中,在全面发展中国人权事业的伟大实践中,中国形成了以人民为中心的人权发展新理念。根据这一理念,中国人权事业坚持把生存权、发展权作为首要的基本人权,以全面加强人权法治建设为路径,以各项人权综合协调发展为目标,切实维护最广大人民的根本利益,尊重人的价值和尊严,促进人的全面发展。伴随改革开放的推进,中国也积极促进国际人权事业的健康发展,推动各国人民更广泛地享有人权。

On December 10,2018,Symposium on the 70 th Anniversary of the Universal Declaration of Human Rights(the'Declaration')was held in Beijing.Xi Jinping,General Secretary of the Central Committee of the Communist Party of China and President of the People’s Republic of China,sent a congratulatory letter that highly appraised the Declaration and elucidated the concept of human rights of the Communist Party of China and China’s path of human rights development in the new era China has formed a new concept of people-centered human rights development in the process of building a well-off society in the full way,and striving to realize the Chinese dream of great national renewal.The cause of human rights protection has focused on the rights to subsistence and development as the first priority.It follows the path of comprehensive and coordinated human rights development under the rule of law.It works to safeguard the fundamental interests of the overwhelming majority of the people,which respects human values and dignity,and strives to promote the well-rounded development of the people.Along with the deepening of Reform and Opening-up,China is willing to actively support the healthy development of the international human rights and to promote the enjoyment of human rights by people of all countries.
