摘要
入世给中国的植物检疫事业既带来了机遇也迎来了挑战,顺应这种趋势和需求,我们开发了基于网络的进出境植物检疫信息管理和辅助决策系统.系统包括法律法规、检疫程序、基础知识、有害生物、检索系统、风险分析、测验、检疫机构和参考文献九个子系统,可提供用户对检疫法律法规、国际标准、检疫程序、检疫基础知识、有害生物(包括一、二、三类全部检疫对象)的学习,以及有害生物产地和寄主查询、有害生物Lucid多途径种类鉴定检索服务,尤其是可跟踪最新国际标准研制的有害生物风险分析自动化程序进行风险评估.该系统既适合于对外检疫人员对检疫性有害生物进行快速种类鉴定、快速风险分析以及相关的检疫和教学机构进行培训和自学提高,也有益于高级管理人员宏观把握国际检疫动态,进行辅助决策.
The webbased entryexit plant quarantine information management & decision assistance system has been developed in response to the demands raised from the fact that China joined WTO in 2002, which will bring both great opportunities and austere challenges to Chinese plant quarantine The system was subdivided intod with 9 subsystems: regulations; quarantine procedures; basic information for quarantine; factsheets for quarantine pests; retrieve system for the original countries/areas and hosts of quarantine pests and lucid keys for quarantine pests; pest risk analysis automatic program; quiz for the basic knowledge of quarantine pests; contact information for the international and domestic quarantine organizations; references and databases for quarantine pests This system can be used not only as a tool for quarantine officers' training and selfteaching, but also can be used as an important reference to assist the higherlevel administrators to make decisions
