随着现代化生产和工业化规模的不断扩大,社会结构日益复杂化,人们物质生活水平的不断提高。然而,经济繁荣和社会发展背后潜在的事故隐患却越来越多,我们所面临不安全的因素也越来越多,这些隐患和不安全因素所导致的突发事件往往伴随着巨大的经济,甚至直接威胁到人们的生命安全。因此,建设应急平台体系,建立和健全统一指挥、功能齐全、反应灵敏、运转高效的应急机制,对预防和应对突发事件,最大限度避免和减少突发事件发生及其造成的损失具有十分重要的意义。

With the continuous expansion of production and industrial modernization,social structure is increasingly complicated and people's material life level is also enhanced.However,behind the economic prosperity and social de-velopment potential accidents are growing and we are facing more and more unsafe factors.These hazards and unsafe factors caused by the incident are often accompanied by huge economy,and it is even a direct threat to people's life safety.Therefore,it is significant for the avoidance and reduction of the accidents and loss to the construct the emer-gency platform system,establish and improve a unified command,complete functions,responsive,efficient operation of emergency response mechanism.
