为了防止和控制土石坝产生裂缝,首先应在设计时要对裂缝进行控制,同时严格按照设计和规范要求控制施工质量。在运行期(尤其是运行初期),应按照设计要求与施工的实际情况进行水库管理。

To prevent and control cracks in earth and rock dams, crack control must be considered during design and construction quality control must be done during construction according to the design and the standard. During operation , especially in incipient operation management must be done by design and construction.
