"数字黄河"工程建设,是应用IT、3S等现代数据采集、传输、存储和服务技术,构建黄委统一的基础平台,实现信息整合和资源共享;以科学计算和数学模拟技术为核心,建设防洪减灾、水资源管理与调度、水土保持、水资源保护、工程建设管理和电子政务等六大应用系统;以人工智能技术和会商环境为支持,构建综合会商和宏观决策平台。"数字黄河"工程是一项规模庞大、结构复杂、技术难度大、功能众多、涉及面广、建设周期长的系统工程,因此,建设时应遵循"统一规划,分步实施;需求主导,共建共享;先进实用,开放扩展;统一标准,保障安全"的原则。
The 'Digital Yellow River' Project is to establish an integrated basic platform of YRCC and realize information integration and resources sharing through applying the modern technology of data collection, transmission, storage and service of IT and 3S. It takes scientifically calculation and mathematical simulation technology as the core to establish 6 major application systems of flood control and hazard reduction, water resources management and regulation, soil and water conservation, water resources protection, engineering works construction and management and electronic government affairs. It takes artificial intelligence technology and consultation environment as support to establish a platform for comprehensive consultation and macro decision making. The 'Digital Yellow River' Project is a systematic project of large in scale, complicated structures, difficult in technology, multi function and long construction period. Therefore, the following principles should be followed during construction: integrated planning and implemented step by step,taking demand as the main and building together and sharing together,advanced, practical, opening and expansion,integrated standard and guaranteeing the safety.
