40年来,通过对内改革与对外开放,我国在建立并不断完善社会主义市场经济体制进程中释放了发展的活力,经济社会发展取得巨大成就,从一个典型的短缺经济社会进入到一个丰裕的消费新时代。中国消费结构的变化和消费潜力的释放不仅深刻改变了中国,而且日益影响了世界,我国已经成为全球经济增长再平衡的重要大市场。这是未来发展的新逻辑。进入"消费新时代",重在抓住近14亿人消费结构升级的历史机遇,深化供给侧结构性改革,把提高供给体系质量作为主攻方向,以此破解消费需求增长与消费供给短缺的结构性矛盾,释放近14亿人的巨大消费潜力;在国内加快服务业市场开放的同时,需要扩大服务业的对外开放,打造服务贸易新高地;还要以扩大中等收入群体为重点着力提升城乡居民的消费能力。

The Chinese society has made great achievement from a typical shortage economy society to one with abundant consumption in the new era.The evolving consumption structure and the unleashing of the consumption potential have not only profoundly changed China,but have increasingly influenced the world.China has become an important market for rebalancing global economic growth.This is the new logic for future development.Entering the'new era of consumption',we will focus on the historical opportunity of upgrading the consumption structure involving nearly 1.4 billion people,deepen the supply-side structural reform,and make improving the quality of the supply system the top priority,so as to address the structural contradiction between growth of consumer demand and shortage in the consumption supply,and unleash the huge consumption potential of nearly 1.4 billion people;expand the opening of the service industry and bring service trade to a higher level;and enhance urban and rural residents’ability to consume by mainly increasing the proportion of middle-income earners in the whole population.
