Surmount the Obstacles to Residents' Consumption in the New Era

中国正步入消费新时代,消费对经济增长的贡献日趋突出,居民消费结构不断升级,已成为应对外部环境变化的"压舱石"。但近年来,需求侧居民经济实力不强,扩大消费日益心有余而力不足;供给侧服务业发展滞后,消费品质量不高,供给较为单一。同时,政府公共服务供给相对不足,市场信用、消费监管机制不完善及促进居民消费的体制机制绩效不佳等限制了居民进一步扩大消费的可能性。新时代居民持续扩大消费是满足其对美好生活需要的内在要求,必须做好以下工作:增加居民收入稳步提升其消费实力,优化刺激居民扩大消费的公共经济政策,以供给侧结构性改革提升服务消费能力,培育助力居民消费的新理念新模式新业态,营造保障居民消费的良好环境等。

China is entering a new era of consumption. The contribution of consumption to economic growth has become increasingly prominent. The consumption structure of residents has been continuously upgraded, which has become a 'ballast stone' for dealing with changes in the external environment. However, in recent years, the momentum in consumption expansion has been increasingly weak;the supply-side service industry is lagging behind, the quality of consumer goods is not high, and the supply is relatively singular. At the same time, the insufficient government supply of public services, imperfect mechanisms of market credit and consumer supervision, and the poor performance of institutions and mechanisms for promoting household consumption have hindered the residents from further expanding consumption. The continuous expansion of consumption by residents in the new era is the inherent requirement for meeting their need for a better life. For that, we must do the following work: increase the income of residents to steadily enhance their spending power;optimize public economic policies that encourage residents to expand consumption;improve consumption of services through supply-side structural reform;foster new ideas, new models and new formats that help with the residents’ consumption;and create a good environment to protect it.
