创新是引领消费扩容升级的根本途径

On the Fundamental Way of Innovation-driven Expansion of Consumption

当前我国消费结构呈升级趋势,但消费增速面临下行压力,尽管消费对经济增长的贡献率已跃居首位,但不能忽视有效投资,要以创新引领投资提质增效、消费扩容升级。消费是一种引致行为,具有平滑性,促进消费需要在长时期内持续增加居民的可支配收入,在短时期内进一步激发居民的消费潜力。具体地,一方面,我们要弱化投资趋同,增加有效供给,促进供需匹配;另一方面,我们要充分认识消费者的心理与行为特征,进一步完善制度保障,增强居民的消费意愿和消费能力。我们要以消费和投资的提升促进内需增长、结构优化,进而推动我国经济实现高质量发展。

At present, China’s consumption structure is upgrading, but consumption growth is facing downward pressure. Though consumption has become the largest contributor to economic growth, the role of effective investment should still not be ignored. It is necessary to increase the quality and efficiency of investment and expand and upgrade consumption with innovation. Consumption is a dependent variable, which is smooth in nature. To promote it, the government needs to constantly increase the disposable income of residents in the long term, and unlock the consumption potential of residents in the short term. Specifically, on the one hand, we must weaken investment concentration, increase effective supply, and promote well-matched supply and demand;on the other hand, we must fully understand the psychological and behavioral characteristics of consumers, further improve institutional guarantees, and increase the spending power of residents and make them more willing to consume. We must promote the growth of domestic demand and structural optimization by improving consumption and investment, and then foster the high-quality development of China’s economy.
