长三角区域高质量一体化发展的制度基石 被引量:46

摘要 在所有可能影响区域经济一体化发展的因素中,真正可能长期地、持续地扭曲其进程的主要力量,是制度方面的阻碍因素。因而,消除制度扭曲阻碍区域经济发展一体化的因素,既可以进行行政权力调整,合并行政体或让渡部分行政权力,也可以放开市场进行充分竞争,从而形成经济发展一体化的微观基础,或者在放开市场的同时规范竞争,以建设统一竞争规则来协调长三角地区经济一体化的过程。我们应该主要以国家的《竞争法》为准绳,逐步修订和废除与经济一体化发展相冲突的过时的法规和政策,统一协调和规划各地产业政策和经济发展战略,加速经济政策扩散的一体化。 Among all the factors that may affect the regional economic integration, the major one is the institutional impediment which may constantly distort its process in the long term. Therefore, eliminating institutional distortions hindering the regional economic integration can not only help to adjust administrative power, merge administrative bodies or transfer part of administrative power, but also liberalize the market for full competition so as to form the foundation of integrated economic development;alternatively, it can standardize competition while liberalizing the market and coordinate the process of economic integration in the Yangtze River Delta through unified competition rules. We should mainly follow China’s 'Competition Law', gradually revise and abolish outdated laws and policies that conflict with economic integration, unify and coordinate the regional industrial policies and economic development strategies, and accelerate the integration of economic policy diffusion.
