长三角区域一体化发展中的协同与共享

Collaboration and Sharing in the Integrated Development of the Yangtze River Delta Region

长三角区域一体化高质量发展,就是要基于紧密的命运共同体、利益共同体和责任共同体的原则,在平等互利基础上,通过制定各种机制化的条约、法规,建设相应的执行机构,降低各种生产要素流动的壁垒,实现所有合作成员的共同繁荣,提升区域的综合实力和综合竞争力。目前,长三角一体化,从关注经济建设扩展到经济、社会、生态、创新、协调,并且从研究、规划与行动计划等多个层面全方位开展合作。在现有的长三角城市群规划中,虽然核心城市的范围有所扩容,但目前仍然没有涵盖江苏、安徽和浙江三个省份的全部地市;且长三角三省一市在全球价值链的嵌入模式和治理方式也存在较大差异。为此,长三角高质量一体化发展,应放大长三角利益协同和共享效应,实现城市群的产业双迁;依托"一带一路"建设,实现多圈层、跨区域的国际产能合作;依托跨区域的园区合作,利用一揽子方案塑造W形价值链。

The high-quality integrated development of the Yangtze River Delta region means to follow the principle of community of shared destiny, interests and responsibility;adhere to equality and mutual benefit;reduce the barriers to the flow of various factors of production and achieve the common prosperity of all cooperative members by formulating various regulations and agreements and establishing corresponding implementing agencies;and enhance the comprehensive strength and competitiveness of the region. At present, the focus of the integration of the Yangtze River Delta has extended from the economic field to social,ecological, innovation, and coordination areas, and all-round cooperation has begun in terms of research, planning, and action plans.In the existing planning on the city clusters of the Yangtze River Delta, although the scope of the core cities has been expanded, it still does not cover all the cities of Jiangsu, Anhui and Zhejiang provinces;and the three provinces and one city of the Yangtze River Delta also differ from each other in terms of how they participate in the global value chain and their governance pattern. Hence, to achieve the high-quality integrated development of the Yangtze River Delta, it is necessary to increase the interest-related synergy and sharing effect, and realize the industrial relocation of the urban clusters;rely on the 'Belt and Road' initiative to achieve crossindustry and international production capacity cooperation;and take advantage of inter-regional industrial park cooperation, and shape the W-shaped value chain with a package plan.
