对水功能区水质监测评价几个问题的思考

Some Problems about Monitoring and Evaluation of Water Quality in Water Function Zones

结合近年来水功能区水质监测评价工作基层实践经历,分析了后发展地区和基层监测能力建设、监测断面勘定、监测和评价项目设置、评价标准的正确应用、主要超标项目的确定和水功能区达标判定等方面遇到的几个具体问题,并提出了一些完善建议。基层监测工作者的经验,对完善自上而下逐层设计的水功能区管理工作,有一定积极意义。

Water function zone management is a good way to integrate and coordinate the ecological service function and economic function of water resources. National, provincial and municipal level water function zoning outcomes formed a relatively complete system,becoming an important basis for development, utilization, conservation, protection and management of water resources. As a prerequisite, all aspects of the monitoring of water quality would affect the supervision, evaluation and management of water function zone. In the new era of the most stringent water management system and ecological civilization construction, the work of monitoring and evaluation of water quality is becoming more and more important. The paper offered empirical analysis of several specific issues, encountered in the work practice of water monitoring and evaluation during the recent years, such as the monitoring capacity building in developing regions and at grass- roots monitoring organizations, monitoring sites surveying, monitoring and evaluation items selection, the correct application of evaluation standard, up- to- standard evaluation and judgment of water function zones, and then put forward some countermeasures for improvements. Experience from grassroots monitoring operators, may have a certain positive significance to the top-level design of water function zone management system.
