水利PPP项目运营模式选择的适应性分析

Adaptability Analysis of Selection of Operation Pattern for Water Conservancy Projects under Public-Private Partnership Model

针对水利PPP项目的特点分析,根据政府和社会资本合作模式(PPP)中各种形式的不同特点和内在要求,对现阶段各类水利项目如何选择不同类型的PPP模式进行了适应性分析,提出了确保水利项目实行PPP模式成功运行的对策,对于水利项目推广应用PPP模式具有重要作用和指导意义。

In light of unique characteristics of water conservancy projects under public- private partnership( hereinafter referred to as PPP) models, this paper, in accordance with different features and intrinsic requirements of all kinds of PPP models, makes an adaptability analysis of how to select PPP models for various water conservancy projects and also puts forward measures to ensure successful operation of water conservancy projects under PPP models. The paper will play an important role in and have guiding significance for the application of PPP models in water conservancy projects.
