水量分配是落实最严格水资源管理制度的主要内容,也是水权水市场改革的重要基础。基于层次分析法(AHP)构建元谋县水量分配模型,通过专家问卷调查筛选评价指标和确定指标权重,计算元谋县用水总量分配比例。层次分析法计算的元谋县水量分配比例与人口分布、经济发展水平等实际相符,且与现状用水比例基本一致。应用层次分析法计算的元谋县水量分配比例,综合体现了水量分配中公平与效率同时兼顾的原则,可为本地区水量分配提供依据。

Water allocation is the main content that puts strictest water resource management into practice and is also the important foundation of water right market reform. Based on the analytic hierarchy process( AHP), this article establishes water allocation model of Yuanmou County, screens the evaluation index and confirms index weight through the questionnaire survey of expert and calculates allocation proportion of total water consumption in Yuanmou County. The water allocation proportion calculated by the analytic hierarchy process conforms to the population distribution and economic development level are consistent with the reality, and it also basically is consistent with the water allocation of statusquo. Water allocation proportion of Yuanmou County which applies analytic hierarchy process to calculate synthetically reflects the principal of giving the same consideration to fairness and efficiency in the water allocation,which provides the basis for the water allocation of this region.
