流域水生态文明建设技术与方法探索——以桂江流域为例

Research on Techniques and Methods for Water Ecological Civilization at Watershed Scale: A case of Guijiang River Basin

以流域为单元的水生态文明建设,为实现流域生态系统健康、自然与社会和谐发展提供新思路。从综合评价、建设分区、科技支撑和保障制度等角度出发,探讨了流域水生态文明建设的方法;以桂江流域为示范区,提出了基于自然属性和人类活动属性的水生态文明分区方法,凝练了流域水生态文明分区建设模式,并提出流域水生态文明建设方案和保障制度。研究成果可为实现流域综合管理与行政管理的结合提供借鉴。

Construction of water ecological civilization at watershed scale has provided a new idea for watershed ecosystem health, which was aim to realize the harmonious development of nature and societies. Based on the comprehensive evaluation, the ecological construction subarea, the support system of science and technology, and the guarantee system, construction methods for water ecological civilization at watershed scale had been study in Guijiang River Basin. Combination of the natural attributes and human-activity attributes,aquatic ecoregions delineation has been established. The regional construction mode for water ecological civilization at watershed scale had also been summarize, which was based on the aquatic ecoregions delineation. Finally, the construction scheme and guarantee system had been propose. The present study provides guidance for the combination of watershed management with administrative management for water resources management.
