摘要
传统水利工程主要从改进施工工艺、控制施工进度、提高工作效率等方面降低项目成本,如何进一步降低项目成本、创造"绿色水利工程"成了国内外众多学者所关注的问题。基于逆向物流思想,对比分析了水利工程与其他行业物流模式的特点,针对传统水利工程项目管理存在的问题,结合水利工程建设周期长、物资耗材量大、废弃物种类多、对外界依赖性大等特点,引入"逆向物流思想",提出了水利工程项目管理废弃物的物资回收和能量利用的逆向物流两原则。具体实施中,提出建立逆向物流管理部,明确了水利工程逆向物流的管理过程,并结合工程实例说明具体了物资回收原则和能量利用原则的具体运用;最后从环境和项目成本角度,分析了水利工程项目管理运用逆向物流思想的优缺点及效益。
The traditional water conservancy project reduce the cost through improved the process,control the progress, improve the efficiency and so on. How to further reducing costs and creating green water conservancy project has become a problem that attract the concerns of domestic and foreign researchers. This paper based on the reverse logistics thinking to analyze the characteristics of the water conservancy project and other industry logistics mode, aiming at the problems of long construction hours, material consumption,types of waste, external dependence, ideas of reverse logistics thinking is introduced, and principle of the material recycling,principle of the energy recovery are put forward. In specific implementation, reverse logistics management department is suggested to found to clear the process of water conservancy project reverse logistics management, and then examples are made to apply to two principles. Finally, from the environmental and cost, the advantages, disadvantages and benefits are analyzed to use of reverse logistics project management.
