Analysis of Intellectual Resource Integration Innovation System

本文以中关村经济为背景 ,运用系统科学思想对智力资源整合问题进行了初步探讨。首先阐述了CAS演化规律 ,进行了系统界定 ,指出了智力资源整合、创新体系与系统较高层次进化之间的关系和进化机理 ;其次 ,对系统现状进行了分析和目标定位 ;然后 ,讨论了创新体系构成、主要功能、系统结构并进行了必要说明 ;最后 ,对创新主体需求进行了分析 ,指出了制约其协同关系的障碍 ,探讨了其重新定位与调整问题。

Intellectual resources conformity have been discussed by the means of system science thought in the background of Zhongguanchun economy in this paper.First,CAS evolvement law is expounded,system bounds are defined,the relationship and evolvement law are pointed out among intelligence resources conformity,innovation system and higher system levels;secondly,the present system situation is analyzed,the system objective is located,the model views are given among industrial,university and institution for scientific research,then,innovation system,main function and system structure are discussed;In the end,innovation subject's requirements are analyzed,the barriers of their coordination relationship are pointed out,the reposition and adjustment are discussed.
