柴西村吕悍文两次维权行动一次是通过司法程序出现,一次是通过信访形式出现,但都没有得到有效执行。'法律不被执行'最根本的原因在于,在内部动机上人们倾向于最大限度的维护或扩张自己的'利益',同时在外部环境上没有很好的约束机制。只有承认人类对'利益'的追求是一切行为存在的原因,才能真正的理解为什么法律不能被有效执行。只有从外部环境加大对不执行法律行为的惩罚,使得违法成本远远高于不执行所可能获得的收益,才能真正解决'执行难'的问题。
