摘要
中国公务员人权知识培训兴起于20世纪90年代末期。2009年、2012年国务院新闻办公室分另发表的《国家人权行动计划(2009—2010)》、《国家人权行动计划(2012—2015)》均对公务员人权培训予以规范,这是公务员人权培训的重要规范依据。经过10余年的发展,公务员人权培训的培训主体、培训对象、培训主题以及培训形式均得到发展与完善。公务员人权培训取得了一定的成绩与经验。最后,作者对于公务员人权培训提出了三点建议。
The training to the Chinese public servants about the knowledge of human rights began in the late 1990s.The stipulations about the human rights education and training programs contained in the"National Human Rights Action Plan of China(2009-2010)"(2009)and the"National Human Rights Action Plan of China(2012-2015)"(2012)issued by the Information Office of the State Council(Chinese government)were deemed the cornerstone of the normative provisions for the further human rights education and training programs.On such basis,the central and local government departments have established and organized special institutions for such education and training programs.For about ten years of such commitments,great improvements and perfections have been made in such aspects as main bodies who give and receive training,training topics and forms.Besides,achievements and experiences have also been gained.The author puts forward three proposals for the perfection of such education and training programs.
