From the Right to Existence and Development to Civil and Political Rights

党的十八大报告中称:'继续积极稳妥推进政治体制改革、推进依法治国,改善民生和创新管理中加强社会建设、文化强国、生态文明建设、全面建成小康。'这不仅表明党尊重和保障人权,还反映了党从注重生存权、发展权发展到促进和保障经济、社会权利,同时强调公民权利和政治权利。这为我国人权事业的发展指明了方向,从而开启了中国社会主义人权事业的新篇章。

The report to the 18th National Congress of the Community Party of China claims that"we must continue to make both active and prudent efforts to carry out the reform of the political structure…promote law-based governance of the country in an all-around way…strengthening social development by improving the people’s well-being and making innovations in management…"etc.Such a claim not only indicates the respect and protection for Human Rights from the Party,but also reflects the shift of focus from the rights to existence and development to the economic and social rights,as well as the civil and political rights.All of these gives a new direction to the development of human rights and thus begins a new chapter of the socialist human rights career.
