High cost of UMT construction and operation is a common problem facing both developed and developing countries. Based on the experiences of the developed countries in UMT investment and financing, the paper analyses the characters of investment and operational modes in domestic UMT construction and probes into the rational ways of improving UMT investment and operation in China.
