根据目前水运安全存在的严重问题 ,从水上交通主管机关的角度论述加强水运安全监管的必要性和措施 ,以避免或减少水上交通事故的发生。
According to the serious problems existing in the water transport safety at the present.It discusses essentiality and measure of strengthening administration about water transport safety from the angle of traffic administration department on water in order to escape or reduce the traffic accidents.
