论新型工业化战略下的工业现代化

On the Modernization of Industry under the Strategy of Neo-industrialization

本文从内容、进程和标准三个方面分析工业化和工业现代化的基本关系,认为十六大提出的新型工业化道路是一种基于时代“特质”(如信息化)和国情“特质”(如中国的人口资源)的“同质化”经济发展战略,而这种新型工业化战略必然要求推进中国的工业现代化进程。在新型工业化战略下推进工业现代化进程,关键在于处理好技术进步与扩大就业的关系,促进资金密集型工业和劳动密集型工业的共同发展。为此,需要确立工业现代化的正确指导思想和推进战略,并促进信息产业、教育事业、现代服务业和中小科技企业的发展。

The article describes three aspects of the relationship between the modernization of industry and the industrialization,and points out the way of neo -industrialization is different from the way of traditional industrialization,and the way of neo-industrialization pay more attention to Chinese national conditions and the new trends of modern science&technology development.For implementing the strategy of neo-industrialization,China must press ahead to the modernization of industry.And the most important question is that China must correctly handle the relationships of development between capital-and technology-intensive industries and labor-intensive industries,and the relationship between developing science&technology and increasing employment.Finally,the article gives some suggestions,such as that China should give priority to the development of information industry,the modern service sector and the small-medium enterprises.
