On the Position and the Objectives of the Government in China's Contemporary Urban Community Construction

在现阶段城市社区形成过程中 ,群众自治组织难以自发形成社区建设所具有的形成新的城市治理体系 ,实现公共管理社会化的最终目标 ;政府所具有的权威和资源 ,决定了政府是社区建设的主导者 ,相应的 ,推动城市基层社会群众自我管理模式形成并构成政府社会管理新方式则是政府主导社区建设所要达成的两个基本目标 ,是社区建设过程中实现总目标过程中相互联系的两个方面。

In the current period, that the self-governing mass organizations cannot be formed easily and spontaneously in building urban community, the ultimate goal to socialize the public administration, and the authority and the resources that the government possesses make the government be dominant in the community construction, while the two basic aims in building urban community with the government's guidance are to promote the formation of the masses' self-governing pattern in grass-root urban society and to form a new pattern of the government's social administration. They are also the two interrelated aspects of the process in which the comprehensive aims are to be achieved in building urban communities.
