随着社会经济的快速发展,工业化、城市化的不断推进,水利正面临着前所未有的困难和问题。对此,必须充分认识加强政策调研工作的重要性和必要性,站在国民经济和社会发展全局的高度,坚持与时俱进,解放思想,加强调研,提出前瞻性、科学性、指导性的对策与建议,促进水利发展,保障经济社会可持续发展。
Along with the social economic rapid development and the constant advance of industrialization and urbanization,water conservancy is faced with many difficulties. So,the importance and necessity of strengthening policy study must be fully recognized.To accelerate water development and ensure economical society sustainable development,the strategies and suggestions should be proposed standing on the height of the national economy and social development.
