The library decision can be divided into procedural decision and nonprocedural decision. This paper focuses on the issues in the nonprocedural decision existing in the business of the library, analyzes the importance of the decision and composition of decision-making experts, emphasizes the necessity of utilizing experts outside the library in this kind of decision, and briefly expatiates the steps of introducing them.
