城镇生活污水处理市场化探讨

Discussion on the marketalization of municipal waste-water treatment

分析了我国城镇生活污水处理现状,探讨了城镇生活污水处理市场化的可能性,介绍了BOT模式的特点。建议利用社会资金,以BOT形式建设城镇生活污水处理厂,使污染治理向企业化、产业化、市场化发展。同时研究了实施BOT模式中存在的问题。为解决这些问题,鼓励和有效地利用社会资金,建议政府制定相应的政策、法规来规范BOT的运作,规避风险。

The status of municipal waste-water treatment is introduced, and the marketalization probability of the municipal waste-water treatment is discussed. The EOT mode is analyzed. We can make use of social fund in BOT-mode to build a municipal waste-water plant, which can make municipal waste-water treatment enterprise-based, industrialized and marketalized. The problems of carrying out the BOT-mode are researched. In order to solve these problems and encourage the utilization of social fund, we suggest that government should make some relevant policies to perform BOT, and avoid the risk.
