When the firms want to adopt the application of analytic hierarchy process to information fechnology outsourcing they must account for three problems: defining the evaluation systems and weighs as well as calculate values. The paper proposes a decision model which generates numeric values for users to decide whether they should adopt the outsourcing strategy for each IS systems under consideration.
