摘要
出国留学人员回流率低、缺乏有效竞争机制、软环境不良、重外来人才轻本地人才等,是造成高校高层次人才缺乏和人才绩效发挥不佳的重要原因。为此,我们应从把好招聘第一关,创造良好工作环境,积极推行继续教育优化人力资源,实现全员聘任制等方面入手,来有效地开发和利用人力资源。
The lack of high-level talents and the poor performance in efficiency and achievements result from low reflux ratio of those who study abroad, from the lack of effective competition system, and from the present unsatisfactory soft environment and negligence of native talents. Therefore, we should effectively develop and utilize human resources by checking on the employment of talents, creating a favorable working environment, promoting continuing education and carrying out the re-employ-all system.
