我国加入WTO给我国经济及电力工业的发展带来了挑战、机遇和新的思考。国内、国际经济规则的融会、思想文化的渗透、发展速度的较量、质量成本的比赛、技术与管理的竞争和对员工素质的挑战 ,要求我们必须主动应对WTO :更加认真地瞄准国际一流电力公司 ,更加积极主动地应用先进技术。制订大步前进的技术进步发展规划 ,一步两个台阶地向国际水平逼近 ,快速提高我国电力工业的技术水平和国民经济的国际竞争力 ,是电力工业特别是西部电力发展的急迫任务。西部地区一次能源和可再生能源丰富 ,经济发展潜力巨大 ,但电力基础薄弱、淡水资源缺乏、环境比较脆弱。实施“西气东送”“西电东送”工程 ,保证东部地区持续快速发展。我们要做到发展东部与开发西部双赢 ,发展经济与保护环境并举 ;要研究国内外电力发展的经验 ,解放思想、超前思维 ,“画出最新最美的图画” ,实施西部电力技术的跨越式发展 :建设一批超临界参数机组配置适合西部特点的烟气净化及综合利用技术 ;建设超临界大型循环流化床机组 ;发展燃用不同燃料特别是燃用煤炭的高效联合循环机组和多联产技术 ;研究开发、分步实施跨电力、煤炭与化工等多个行业的综合能源高效利用系统 ;积极发展推广节水发电技术 ;因地制宜地大力发展可再生能源、新能源发?

Participating WTO brings the challenge,opportunities and new thinking to the developments of our national economy and electric power industry. The fusio n of domestic and international economic rules,the penetration of thought and cu ltures ,the contest of development speeds, the match of qualities and costs, the competition of technologies and managements and the callenge to personnel quali ties require that we must actively deal with WTO: more conscientiously focusing international electric power companies of first rank, more actively and energeti cly applying the advanced technologies. Preparing large step forward technical p rogress development plans, 'one step two flights' approaching the internationa l level, and rapidly boosting the technical level of our electric power industry a nd international competition force of national economy are the urgent tasks for the electric power industry, especially for western power industry .The western districts possess rich primary energy resources and regenerable energies, the po tentials of economic development are huge. but the foundation of electric power is week, the resource of fresh water is lack, and the environment is comparative ly frail. Executing 'western gas to the East' and 'Western power to East' en gine erings, ensuring sustained rapid development of eastern districts, we must achie ve double wins of developing the economy and protecting the environments. We mus t study the experiences of domestic and oversea electric power developments, ema ncipate the mind, think in advance,'draw out newest and most beautiful pictures ',execute the leaping-mode development of western electric power technology: c onstructing a batch of supercritical-parameters generating sets with the flue g as purification and comprehensive utilization technologies suitable for the feat ures of west districts; constructing large type supercritical CFB generating set s; developing high-efficient combined-cycle generating sets firing different f uels,especially coal fired,and multiple combined production technologies; resear ching and developing,step by step executing comprehensive energy high-efficien t utilization system across electric power,coal and chemical engineering etc. m ultiple industries; actively developing and spreading water-saving generatin g technology; energetically developing regenerable power resources,new power res ources and other scattered electric resources with suitable measures to local co nditions, for boosting economy development and people's live level of western di stricts to provide high-efficient,clean,water-saving and environment friendly 'green power'.
