浅议“德治”与“法治”的并重与耦合

Brief Counts on the Balancing and Coupling of Rule of Virtue and Rule of Law

德治与法治两种治国方略,各有长短,都有缺陷与不足。以长补短,弥补缺陷与不足,依赖于二者的相辅相成、相互促进、作用机制的有机契合。现代社会离不开法治,文明社会离不开道德,任何一个良好社会都必须依靠法律和道德作为社会有序行进的有效支撑。所以,一个理想社会的治国方略是建立在道德自律和法律他律相互结合、两维互动的制度平台之上的。

The two strategies, rule of virtue and rule by law, both have their advantages and disadvantages. Therefore we must make up each other's deficiencies and try our best to set up a perfect system to let them work successfully. Any civilized society must depend on the rule by law and virtue. And relying on law and virtue is an effective support for any kind of system to move orderly. Thus, the ideal strategy to govern a country is to count on the combination of the double-way interaction system, that is, the positive control of virtue and the passive control by law.
