排污权交易产生的经济根源及其研究动态

On Study of Tradable Emission Permits Economic Root and It's Development Trend

排污权交易是根据一定的污染物排放量,向各个排污厂商分配排污权,从而有效地满足一个地区特定的总量排放水平或满足一个确定的环境标准,然后准许各个持有排污权的厂商进行交易。排污权交易制度不但在美国由概念变为现实,而且在全球范围引起了高度的重视。本文对排污权交易产生的经济根源进行了分析,并对近年来关于排污权交易中的市场势力、激励机制、交易成本、不协调行为等方面的研究动态进行了综述与评价,以便使我们在理论上对排污权交易有更加深刻的理解和认识。

The tradable emission permits (TEP) not only became reality from conception in American and west countries, but also aroused great attention around world. In this paper, we studied the economic root of tradable emission permits and it's development trend, so that we can get profound understanding and conducive treatment reasoningly about theory and practice of TEP.
