中国发展失衡与国家发展战略的反思

The Imbalanced Development in China and Reconsideration of Our National Development Strategy

当前中国发展失衡主要表现在三个基本矛盾的尖锐化 :相当部分的国有资产被少数人非正常占有的矛盾、城乡两元社会结构的矛盾与行政区划和经济区划矛盾的尖锐化。这三个矛盾交叉激化集中反映在收入分配两极分化这个矛盾的焦点上。中国分配关系的失衡 ,目前主要还不是直接生产过程中按要素分配关系的失衡 ,而是在社会生产总过程中的租、税 (费 )、息这些再分配关系严重失衡。要理顺国家、企业 (集团 )和个人的分配关系必须“明租、正税、除费”。要使中国失衡了的格局走向健康的发展道路 ,必须转变我们的发展观调整我们的发展战略。树立以人为本、以中为重、全方位开放的发展观 ,确立以内需为主、以充分就业为主的发展战略。

The uneven development in China resulted in fierce conflict in three basic areas, i.e. the conflicts arising from the abnormal occupation of massive state assets by a minor number of people, the dual structure in urban and rural society, and the regional administration of economic regions. These conflicts are focused on polarized income distribution. The unequal income distribution in China now has not resulted from the unequal factor distribution in production process but the unequal redistribution of rents, taxes/charges and interests in reproduction process. It is thus essential for China to readjust the relationship among the government, enterprises/groups and individuals by mean of clarifying rents, justifying taxes and abolishing charges'. In order for China to realize healthy development, it is essential to transform our views of development and readjust our development strategy. To be specific, we should establish a principal of development with humanity as the core, serving China's needs, and based on multidimensional opening up. We should adopt a development strategy focusing on domestic demand and aiming at full employment.
