摘要
国有企业的变革是我国的一项长期的任务,搞活国有企业,首先就要变革传统的国有企业的管理体制和管理模式,该文在对现有国有企业组织架构上存在的问题进行深入分析的基础上,论述了国有企业组织变革的必要性、紧迫性及基本原则,提出了国有企业组织变革的基本设想:构筑国有企业投资决策中心、规划发展中心、目标管理中心、财务控制中心、协调服务中心、企业文化中心等“六大中心”;从而使国有企业完善组织架构,形成对市场动态变化有较强回应能力的灵活、高效的组织机构。
The reform of state - owned enterprises is a long - term task for China. In order to make alive state -owned enterprises, we' d first reform the managing system and managing mode of traditional state - owned enterprises. And this thesis has elaborated on the urgency, the necessity and the basie principles of state - owned enterprises, organ-Jzational reform on the basis of analyzing the various problems existing in the structures of the state - owned enterprises, and it also puts forward some basie suggestions; to set up six centers-the center of investment, the center of develop-ment plan, the center of target management, the center of finance controlling, the center of service coordination and the center of enterprise culture. So the enterprises will be more effective and more flexible in reacting to the changing of the market.
