对全面建设小康社会中城市社区建设的思考

Reflection on city community building in constructing a thorough well-off society

加强城市社区建设,是我国现代化建设的基本内容,是今后20年实现党的十六大提出的"全面建设小康社会"奋斗目标的基本保证。在城市社区建设中,应认真学习和贯彻党的十六大精神,抓住"全面建设小康社会"这个主题,不断推动社区建设的观念创新、体制创新、机制创新和理论创新,把社区创建与社区规划结合起来,把政府职能转变与社区自治结合起来,把社区基础设施建设与社区运行机制结合起来,把社区建设的理论研究与实践发展结合起来,努力开创社区建设的新局面。

To enforce urban community construction is an essential part in the process of modernization of China and guarantee to building a thorough welloff society in the next 20 years put forward by the 16th CPC National Congress.In urban community construction we should carefully study and carry out the spirit of the Congress in the national urban community construction, and hold fast to the theme of building a thorough welloff society,and keep pushing forward idea innovation,system innovation,structure innovation and theory innovation.We should also combine community construction with community planning,governmental function transference with community autonomy.On the other hand,we must integrate infrastructure construction with community operating mechanism,community construction theory with community construction practice.Only by doing this can the new situation in community construction be created.
