摘要 2002年11月举行的中国共产党第16次全国代表大会的政治报告,要求“继续探索有效的国有资产经营体制和方式”,“国家要制定法律法规,建立中央政府和地方政府分别代表国家履行出资人职责,享有所有者权益,权利、义务和责任相统一,管资产和管人、管事相结合的国有资产管理体制”。1997年党的15大的政治报告就提出要探索有效率的“公有制实现形式”,16大的政治报告将这一任务更加具体化了,有着更强的实际操作性。本文作者将简要地回顾构思和设计公有财产代管人制的这一段历程,这将有助于我们今后的经济政策的制定。 The political report of the 16' Party Congress held in Nov.2002 asks for 'continued exploration of an effective management system and means of public property', 'drawing up national laws and regulations and setting up a management system of state-owned property by which the central and local government act as agents to do their respective financiers' duties, enjoy the owners' rights and interests, their right, obligation and responsibility unified and management of property,personnel and business combined together. 'To explore an effective 'form to realize public ownership' is also the call of the 15th Party Congress of 1997 .The political report of the 16th Party Congress further specifies the task and makes it more workable in practice.The author's brief review of the course of conception of the public property management agent system will be helpful for us to draw up our future economic policies.
