Policy analysis and policy analyzing personnel are the two most important concepts in the area of policy analysis. Based on the two concepts, this paper first explains the origin, characteristics, basic types and studying approaches of policy analysis and then, with regard to the personnel, it discusses the nature of their work, the background of their organizations, the focus of their attention as well as their analyzing methods.
