摘要
深化行政管理体制改革,根本在于将传统的管制型政府向服务型政府的转变,只有通过塑造"以民为本,依法行政"的政府服务理念,明确市场经济条件下的政府角色定位,构建"顾客导向型"的政府服务模式,完善政府部门绩效评估体系,才能建立廉洁、勤政、高效、便民、负责任的政府。
The key to deepening the reform of public administration system is to transform the government from the traditional control model to that of service. Only through making a government service concept of 'regarding the people as the basis and administering legally', specifying the governments position under the condition of market economy, building the 'clients oriented' service model and perfecting the performance and results evaluation system can we build a government which is honest and incorruptible, diligent, effective, expedite and responsible.
